Here's how Mer explained it earlier:

It's a basic one on one anon exchange only instead of free-for-all preference sign ups (i.e. "list everything you like/don't like") we've got a set of parameters re: time period, genre, etc. for participants to select from. We're hoping this will lessen the emphasis on the gift aspect - contorting oneself into a ball to fit one's recipient - and hopefully make it a little less intimidating to first time challenge participants, since this challenge is just all about having fun and writing lots of Akame. Lots of Akame (hopefully). :)

*hops in* We'll be asking you to fill out a form telling us your preferences. There are 2 parts: one for the fic you'll write, and one for the fic you'll receive. So you could choose to write angst and to receive fluff. :)
